MECHANISMS FOR THE SOCIAL REHABILITATION OF INDIVIDUALS EXPOSED TO RADICAL IDEAS IN UZBEKISTAN

This article analyzes the mechanisms for the social rehabilitation and deradicalization of individuals exposed to extremist ideas in the Republic of Uzbekistan. The author examines the conceptual shift by state agencies from coercive methods to a "battle for hearts and minds," grounded in raising legal awareness and promoting spiritual and religious education. The paper details the activities of the Republican Interagency Commission—which is empowered to exempt repentant citizens from criminal liability—as well as the results of five "Mehr" humanitarian operations to repatriate women and children from conflict zones (Syria, Iraq, and Afghanistan). The author also identifies structural and individual challenges within the rehabilitation process, such as the need for a clear division of responsibilities between state agencies and NGOs, and issues regarding the economic independence of returnees. The article concludes by assessing the effectiveness of the Uzbek experience as a source of best practices for the international community.
